Background and Scope
The Parking Authority of the City of Newark is a public body organized and existing under an Act of the New Jersey Legislature; created by virtue of an “Ordinance creating the PACN” adopted by the City of Newark on August 3rd, 1955, amended April 4th, 1956, and organized October 28th, 1956. The PACN has the authority and power as provided in the Parking Authority Law, N.J.S.A. 40:11A, exercising public and essential government functions, and having all the powers necessary or covenant to carry out and effectuate its corporate purpose and provisions of the Parking Authority Law.
Mission Statement
Parking Authority of the City of Newark's mission is embodied in its statutory purpose and can be concisely paraphrased as “to promote commerce, public safety, convenience and welfare”.
The mission of the PACN is “to enable and ensure the free movement of traffic and relief of congestion on the street”. Congestion due to poor traffic flow and illegal parking are serious impediments to the free flow of commerce as well as, presenting delays to the prompt delivery of emergency, police, medical and fire services.
